Existing Hydropower Assets (EHA) 9505 Puerto Rico Plant Database

This dataset is an extension and subset of the Existing Hydropower Assets (EHA) Plant Database, 2025, released by Oak Ridge National Laboratory through HydroSource covering hydropower plants in Puerto Rico. The extension enhanced EHA to support modeling performed under the Department of Energy Hydropower Office's SECURE Water Act Section 9505 Fourth Assessment (9505).

  • EHA_PNNL_PuertoRico_v1.0.gpkg: spatial dataset containing the location of the powerhouse and plant characteristics
  • EHA_PNNL_PuertoRico _POD_v1.0.gpkg: spatial dataset containing the location of the point-of-diversion and plant characteristics
  • EHA_PNNL_PuertoRico _v1.0.xlsx: spreadsheet containing plant characteristics matching the attribute table of the spatial dataset

Data Description

Enhancements to the dataset include:

  • Updating plant’s spatial locations to explicitly represent the location of the powerhouse
  • Identifying a plant’s point-of-diversion (source of water) spatial location
  • Retaining the NID_ID attribute found in previous year EHA releases but not found in the EHA Plant Database 2025
  • Revising the County attribute to reflect Puerto Rico municipios (municipalities)
  • Revising the HUC12_A attribute to reflect the HUC12 subwatershed(s) containing the point(s)-of-diversion
  • Revising the Pt_Own, OwType, Dam_Own, HY_OpYr, HY_MW, and Nmbr__U attributes with updated information
  • Adding FC_Proj, Dcom, Rclass, and Nclass attributes

*Dcom is currenly not being used for Puerto Rico, but is envisioned to be used in future versions. Similarly, Rclass and Nclass are not used in this version.

  • Caonillas 2 has 3 NID IDs as it is supplied via conveyance infrastructure with multiple diversions - Adjuantas Dam (PR00007), Pellejas Dam (PR00008), and Vivi Dam (PR00010); PR00010 is used in the dataset as the most downstream dam
  • Yauco 1 has 2 NIDs as it is supplied by multiple reservoirs – Guayo Dam (PR00005) and Prieto Dam (PR00002); PR00005 is used as it supplies a larger percentage of water
  • The same NID ID is used for hydropower plants in series; this occurs with Garzas 1 and Garzas 2; Carite 1, Carite 2, and Carite 3; Toro Negro 1 and Toro Negro 2; and Yauco 1 and Yauco 2

As of February 2026, the Puerto Rico Electric Power Authority (PREPA) is actively working to rehabilitate Puerto Rico’s hydropower infrastructure. Several plants included in this dataset have not operated for many years, however they are included in PREPA’s plans to restore them to an operational state.
